Report on Ordinance 28 of 1901.
I have examined the accompanying Ordinance, entitled "An Ordinance to amend An Ordinance entitled 'The Weights and Measures Ordinance, 1885,' (No. 3 of 1885),"
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
Objects and Reasons.
The new section 4 of Ordinance 3 of 1885, which is enacted by clause 2 of this Bill, brings section 1 of 8 of 1885 into line with section 4 of the same Ordinance as amended by clause 4 of this Bill.
Section 5 of Ordinance 3 of 1885, which is repealed by clause 3 of this Bill, appears to be absolutely useless. The first sentence of that section is covered by section 5, and the second sentence is rendered of no effect owing to the circumstance that no regulations are contained in the schedule to the Ordi-

enacted by clause 2 of this Bill, brings section 1 of 8 of 1325
into line with section @ of the same Ordinance as amended by
elause 4 of this ill.
Scotion 5 of Ordinance 3 of 1895, which is repealed by
clause 3 of this Bill, appears to be absolutely useless. The
